Comparing wizard damage output to Barbarians is a bit odd.
Wizards are like a Swiss army knife, very adaptable. Good at Damage, Crowd control, utilities etc. They are not a primary damage machine. But the cantrips are better than just using a crossbow.

These are two ideas I actually like.
1) At higher levels, the crazy swing of the d20 gets eliminated when the heroes are in the high range and the DC's are in the normal range.
2) High level monsters feel appropriately epic. No one but high level heroes have a chance against them.

For the treasure distribution tables yes. It gives you a good idea on the magic item power level as well. But if a first level character picks up the best shield in the land then he can use it. Barring weird magical reasons like maybe only evil characters can use it and such.
