Sure beats my 16str at Level 5 / +6 attack for +3 dmg. Point buy sucks

How does a 18 str turn into +7 attk and +5 dmg? I can only see where'd you'd get +6 attk and +4 dmg.

Keep the dex build and only change the race while taking resilient (Con) at 1?

This is op's build from the first page. His Polearm Vengeance build seems extremely fine-tuned and optimized, i was just curious if this one is as well. From your post it appears you do not think so. I was hoping he'd reply and give some insight.
