I wouldn't make them full-on pre-gen characters, instead I'd package their backstory elements into optional backgrounds/backstories for players to pick (similar to the Secrets in Rime of the Frostmaiden) with the promise that taking one will give them some deeper roleplay elements and storylines...

Technically, but I'll maintain my own headcanon on that one. :) There's nothing in XCOM 2 that is really contradictory to the loss having occurred after you "win" in XCOM.

Still undecided. Reviews seem cautiously optimistic, but not to a "this is so much better than The Outer Worlds" extent, and I'd want it to be definitely better if I'm going to dedicate time and money to it.

Oh, I still enjoy XCOM, and when I really get the mood for it I'll start with that one. It's just that I know I'll then want to dive into XCOM 2 afterwards, so it's a longer commitment.
