He means that if it is a creature that cannot leave its natural environment of aqua-dom - ie fish, dolphin, manatee, skate, ray, shark, killer whale, etc, then it is a bad idea to bring it along and he doesn't want them. It needs to be at least amphibious, is what I'm getting from it.
