I'd hesitate to give the Kobold race Pack Tactics as its easy to abuse and arguably op for a PC. That's just my take though. Tactical Retreat might be too strong within 10 ft, adjacent allies might make it still worth taking while remaining relevant. Silver-Tongued I think should be Persuasion...
