Hi Shanna. Numenera is a very cool setting, and presumably like many people, I first heard of it because of the upcoming Torment: Tides of Numenera game. Has the development of that game impacted the PnP RPG much or at all? Since the game apparently takes place a bit off the map of the campaign...
Because most other classes get static damage bonuses to every hit at high levels, meaning they already get a more significant benefit from TWF than fighters do.
In fact, I'd probably leave rangers off too. Build the extra offhand attack into the level 11 fighter Extra Attack ability.
So this effectively ruins dual-wielding hand crossbows, BUT with his caveat "unless it’s magical or a gnomish invention." If I had a player who wanted to jerry-rig auto-loading hand crossbows, I'd probably allow it, especially since there's no actual mechanical benefit over just using one.

Why the heck did you try to slip this in there? You can't have the level 10 champion ability (but better since barbarians don't already get a fighting style) on top of the normal level 3 totem warrior abilities. That's overpowered.
