The skills are different between drawing a person, a lizard, and a lizard person. Without practice you don't do a good job anthropomophizing a bestial creature. For example I have gnolls and lizardfolk one from MM1 and one from other artist each why don't you tell me which you think is better done? Hey, it was the closest I could get to the shape of the anole head you used as an example. If you discount the crest and only consider the head it's actually very similar in shape, more so than the squash-muzzled look of the PD Lizardfolk.
