D&D 5E So.... about scrolls...

Ran a game saturday, but as I was preparing something came up. I can't seem to find the rules for scrolls, maybe I completely overlooked it. I don't necessarily care about creating as much as I do about USING them. In my world, every so often spheres hit the planet, and these spheres hold different spells (yep it's basically materia unashamedly stolen from FFVII) so I just made up the rule to cast them you simply cast it by using the spell as you normally would, despite its spell level. So anyway did I just completely miss something? Also the Hoard of the Dragon Queen specifically calls out spell scrolls (it says look at the spells at the end of the document), so that kind of confused me further since they were all just spells... not scrolls (at least to my knowledge)...

I think their rules are scheduled for the DMG.

But presumably they will work largely as usual: only someone with that spell on their class spells list can use the scroll, cast the spell at lowest possible level, takes one action, spell effects as normal. Remains to be seen if the DC is based on the scroll or the caster.

Alright, I guess I'll just stick to what I'm doing now. I don't really care if the spell is on their list or not, I intend these to be like numenera's cyphers. Anyone with a spell casting ability can use them. Thanks for confirming that I didn't miss anything though lol.

Strangely, the HotDQ supplement mentions them in the Magic Items section, but simply refers the reader to spells section.

But I see no information on how scrolls should actually be used in the supplement. Perhaps HotDQ specifies this itself. I have it, but don't want to read it, in case I play it.

This is the only explanation in the basic rules:

Your Spellbook
The spells that you add to your spellbook as you gain levels reflect the arcane research you conduct on your own, as well as intellectual breakthroughs you have had about the nature of the multiverse. You might find other spells during your adventures. You could discover a spell recorded on a scroll in an evil wizard’s chest, for example, or in a dusty tome in an ancient library.


Copying a Spell into the Book. When you find a wizard spell of 1st level or higher, you can add it to your spellbook if it is of a level for which you have spell slots and if you can spare the time to decipher and copy it.
Copying a spell into your spellbook involves reproducing the basic form of the spell, then deciphering the unique system of notation used by the wizard who wrote it. You must practice the spell until you understand the sounds or gestures required, then transcribe it into your spellbook using your own notation.
For each level of the spell, the process takes 2 hours and costs 50 gp. The cost represents material components you expend as you experiment with the spell to master it, as well as the fine inks you need to record it. Once you have spent this time and money, you can prepare the spell just like your other spells.

SPELL SCROLL

A spell scroll bears the words of a single spell, written in a mystical cipher. If the spell is on your class's spell list, you can use an action to read the scroll and cast its spell without having to provide any of the spell's components. Otherwise, the scroll is unintelligible.

If the spell is on your class's spell list but of a higher level than you can normally cast, you must make an ability check using your spellcasting ability to determine whether you cast it successfully. The DC equals 10 + the spell's level. On a failed check, the spell disappears from the scroll with no other effect.

Once the spell is cast, the words on the scroll fade, and the scroll itself crumbles to dust.

And now it's changed a bit in the Dungeon Master's basic rules released today:

Spell Scroll
Scroll, varies

A spell scroll bears the magical words of a single spell, written in a mystical cipher. Using an action to read the scroll allows you to cast the spell without components.

If the spell written on the scroll appears on your class’s spell list, and the spell’s level is one that you can normally cast, you cast the spell successfully. Otherwise, you must make an Intelligence (Arcana) check to see if you can successfully cast it. The DC equals 10 plus the spell’s level. On a failed check, reading the scroll only consumes its magic with no other effect.

The level of the spell written on the scroll determines its spell’s saving throw DC and attack bonus, as shown on the following table:

hmm yeah ok so which is correc, starter set or dm basic rules? Nice work devs. I suppose dm basic rules say they are a work in progress, so starter set trumps? I dont know.
