There was an entry somewere in the Monster Manual about how Players can't get legendary actions.

Wildshape: page 67.
Shapechang: page 265
both prohibit legendary abilities. No tail whips for those polymorphed into young dragons...
For those shapechanged.
But True Polymorph has its own rules.
- your game statistics are changed to the creature (including wis, int, cha)
- you loose your own features (as part of the game statistics)
- you gain all features of the creature, that means legendaries, too (if MM really has no rules about it)
- you retain your alignment and personality
- Level = max CR of the creature
