Just to make sure I understand. The caster is over the railing and down, prone, still invisible, but not hidden (we know his space)?

The G is the gish. He's currently prone.
 

Would you allow an acrobatics check to clear the railing, move into an open spot and then attack?
Where to exactly? She cant stop moving (to attack) inside another creatures space (even if she intends on moving out again afterwards and ending her turn elsewhere as per the PHB 191).

The graphic cleared it up. I hadn't realized all the spots next to the Gish were occupied.
 

If she's desperate to nail the Gish, she can always lean over the railing and shoot him, taking the Aim action (for advantage) first.

That cancels the disadvantage, and (seeing as an ally or three are adjacent) she qualifies for sneak attack.

Cover applies, and he has cast shield though.

There are always adjacent Githyanki to smoke as well.
