Right now when my fighter attacks I can narrate him doing this super awesome twirling strike that ends with a cross slash. I can throw in some awesome jumping, rolling on the ground or whatever. I think that’s how it mostly should be, and the obsession with having a mechanic and mechanical subsystem for everything ends up taking away far more from my characterization of my attacks than it adds.

But your narration doesn't actually do anything. And I don't mean 4e style million different variant powers to do specific things, but a general framework for common things that actually should have impact other than just damage. In my game the characters often want to jump over enemies, and I have somewhat consistent way for handling it, but I think this should be spelled out in the rules, so that it is easier for GMs to use and to remind the players that this is actually something they can do. And in BG3 it is really fun to throw enemies at each other with Karlach, but there is no dedicated framework in 5e for handling it, and certainly not one that would make it worth doing. I think it is more fun if there are more options than just hitting with a pointy stick.

Considering that what any tier can hold is completely arbitrary then I don’t see how you can say you disagree with 1 arbitrary way of setting up tiers while accepting another.

Fiends, dragons, undead, and Humaniods appear in all tiers.

They don't get Tier locked immunity anymore.

We have that. Shove, grapple, etc.

There are jumping rules, even covering how high you can jump.

I think the rules do spell out the common combat actions.

Maybe fun but it’s not particularly evocative of medieval fantasy combat. Both are important. The moment a rule for throwing opponents into each other is created is the moment it’s in 90% of games. I’d rather the people that really want that just houserule it into their games. If a lot of people really cared enough to want that they would houserule it in IMO.

They are abstract. But i'm talking about in game consistency. Take lv 1 and lv 11 fighter. Side by side. They both get hit with average fireball and fail save. Lv 1 fighter is insta dead. Lv 11 fighter is standing there unphased.

On the other note, d&d sucks as a system for mundane non supernatural highly skilled characters.
If a level 11 fighter in my game told me, when hit by a fireball, that they just stand there because there's no way the damage would put them on the ground so it doesn't really matter, I would be very disappointed in their RP, to be honest. Something still shot a fireball at you, and not acting appropriately is a problem with the player, not the game.

Then again, according the rules the same character can wade through lava.
