The wizard's HD shouldn't only be 2 dice under the fighter. The fighter exercises daily.

I'm sorry, that's an argument of "realism", not of gameplay.

If you want to model that, give the fighter a bonus on Con, or increase fighter hit points.

Not if the setting has means for them to go out and pay for other spells that they really want. It's just the free ones that shouold be randomized.

But now you are linking the character ability to your implementation of economy. I'd prefer to see alterations remain self-contained.

Also, no up-casting, down-casting, or metamagic. If you're out of 4th-level slots then you can't cast any more 4th level spells today period stop end.

Corollary to this: spell effects/ranges/etc. go back to scaling by level, such that a Fireball cast by a 10th-level wizard has more bang to it than one cast by a 6th-level.

As for other classes: I'm lumping all the arcane types under "wizard" here, so it applies to Sorcerers, Warlocks, etc. as well. For divine types, the interruption piece should be there; but as they're otherwise nothing but a conduit for powers granted them by their deities, I'm fine with their having the full list to choose from.

Bards are, of course, an outlier; and IMO need to be reseigned from the ground up using bespoke-to-the-class mechanics involving sound and sonic magic that no other class has access to.

Oh, and while we're at it: multi-class casters of any type should lose some (half?) of their spell slots, to discourage multiclassing.

If we're balancing things by cutting down the Wizard and not raising up the martials, one of the first things to target is the free spell picks on level up. Martials don't receive free magic items when they level up. So why do Wizards get what's effectively two spell scrolls of their choice?

Make Wizards work for their spells again. You got a new tier of spell slots? Congratulations, now you can upcast the spells you already had. If you want higher level spells, you have to loot them or buy them. And both of those routes have limited supply and limited selection that's entirely under DM control.

The wizard's current d6 is still too low for level one and two.

All classes should get a bonus to HP at level 1. Determined by the setting's grittiness level.
Gameplay wise, the wizard's and fighter's HP are too close at higher levels considering their combat role options and specialties.

A wizard starting with 5 bonus HP but having a d4 HD gives them a better HP cushion for Tier 2 but keeps their HP within striking range past high tier 2 and beyond.

Everyone can cast any spell if they have a spell book. It just takes a long time and their DC is terrible. A minute for a cantrip, up to a century for 9th level spells.

Wizards have the ability to cast spells faster pace, and get proficiency to their DC. Though their 9th level spells still take a day at max level.

Similarly to how a wizard can swing a great axe. Just not very well.
