Well, twice per round if you have haste, so 8 levels per round in Thanee's example. It was in Sage Advice (and the D&D FAQ). Edit: Just remembered that the caster could drain 16 levels in one round if he manages to score a couple of critical hits.

The French are designing their equivalent of the OICW called the PAPOP (PolyArme POlyProjectiles). It's a 5.56mm rifle combined with a 35mm grenade launcher fed by a 3-round tube magazine. The grenades can be programmed for standard bursts or proximity-fused lateral bursts for engaging targets...
