    So do I -- my original comment was a half-joke. Medieval/early modern 'police' forces actually were brutal, arbitrary and often corrupt so I think setting them up as antagonists to the PCs would be entirely appropriate.

    Immediately checking reaction for every random encounter is too kind, IMO. I do sometimes check Morale immediately for the monsters, if they're obviously far outclassed by the PCs. If the PCs win initiative, and choose to parley, then I'll check Reaction.

    They don't make any concrete claims like that. It sounds like their coworkers didn't like their work, but instead of criticizing it openly they passive-aggressively ignored it, which led to anxiety and self doubt for this person.

    Keep in mind that the kobold has only ~20% chance to hit the front-line fighter in plate. So the kobold might be able to 'one-shot' the fighter, but they're still expected to withstand a few attacks.
