It was the DM’s choice to make the miners minions. Also there is nothing in 4e’s rules that ever required the use of minions. The DMG had a conversion guide so that you could convert to regular monsters. The use of minions in 4e, as with many rules in other versions, is completely optional.

Goonalan I am hoping that there are more updates coming...I really enjoy the style you have chosen and also the mechanical drivers for those descriptions.

The idea behind this is definitely not force the players to do MMO style resource gathering or to sit there while someone decides what to make. I guess it boils down to being able to create custom equipment that has some mechanical features and is not just a re-skin of an existing item.
