Last I checked, the Tarrasque can't fly, so as soon as his upward movement ends, he falls down and then gets his attack.

For weapons with the Thrown property and monster abilities that specifically use Strength. Normally, chucking improvised weapons falls under Dex.

If you're going strictly by what the rules say, good luck hitting anything with that Dexterity score.
