I would use the athasian half-giant from athas.org instead. It is the Dark Sun version (which is really where the psionic based one from exp Psi came from). But it is much better and truer to the original setting.

Regardless if you use the one in the xPsi handbook IMO the psionic bonuses don't really add up to a LA so they don't really make much of a difference. 1/day stomp is nothing really and the equivalent of being a wild talent doesn't mean anything if the character is not psionic anyway so. .

Just use it as written but change the favored class to something more warrior like (fighter or barbarian are the most likely best matches).

IMO the +1 LA comes from the unbalanced ability score adjustments +2 Str, +2 Con, -2 Dex should yield a +1 LA.

The advantage of being a natural wild talent is that the character can take psionic feats that aren't dependent on manifester levels.
 

Without the psionic talents the Goliath is clearly better. (Since they get better stat adjustments, and also have powerful build.) I guess you could borrow the Goliath stats, if you really wanted to play a half giant. (Just up the str bonus to +4)
 

Personally, the Half-Giant presented in XPH is not exactly setting-neutral, more of a half-psionic thing/half-fire gaint/half-human. I'd base half-giants more off of hill giants, since they are the most common of the giants (thus most likely to "interact" with human communities, blah blah blah...) and since they are more "setting neutral" (which, I take is more the goal here)

Half-Giant
  • +4 Strength, -2 Dexterity, -2 Intelligence, -2 Charisma: Half-giants are extremely strong, but are less nimble, slower in thought, and less personable then other races.
  • Giant: Half-giants are not subject to spells or effects that affect humanoids only, such as charm person or dominate person.
  • Medium: As Medium creatures, half-giants have no special bonuses or penalties due to their size.
  • Half-giant base land speed is 30 feet.
  • Low-Light Vision: A half-giant can see twice as far as a human in starlight, moonlight, torchlight, and similar conditions of poor illumination. He retains the ability to distinguish color and detail under these conditions.
  • +1 Natural Armour Bonus
  • Powerful Build: The physical stature of half-giants lets them function in many ways as if they were one size category larger. Whenever a half-giant is subject to a size modifier or special size modifier for an opposed check (such as during grapple checks, bull rush attempts, and trip attempts), the half-giant is treated as one size larger if doing so is advantageous to him. A half-giant is also considered to be one size larger when determining whether a creature’s special attacks based on size (such as improved grab or swallow whole) can affect him. A half-giant can use weapons designed for a creature one size larger without penalty. However, his space and reach remain those of a creature of his actual size. The benefits of this racial trait stack with the effects of powers, abilities, and spells that change the subject’s size category.

Possibly, I'd switch the +1 Natural Armour with Constituition, but I like this better - it cancels out the -1 AC thansk to the low dex, but that penalty still affects it in other areas to exemplify it's clumsiness while still making this version tougher (with the +1 NAB).
