Collaborative Setting: An Age of Wyrms

From this thread, it seems like there may be interest in another Collaborative Setting. For those of you just joining the series, here are the basic rules.

#1) In each post, you add an additional fact about the campaign setting that we are designing. Such facts should be fairly terse to allow for expansion by others.

#2) Once you've added something, you can't add anything else until at least three other people have added something.

#3) Do not contradict anything stated earlier in the thread. For this reason, summaries should be posted every couple of pages or so.

#4) This thread is mainly for the "FLUFF" of the setting, not the "CRUNCH". If this thread catches on, we can start a companion thread in the House Rules forum for the crunch.

Other than that, anything goes! For this installment, the first foundational fact of the campaign setting is this:

"It's a world where True Dragons are the direct ruling class."

The lesser races make up the bureaucracy, although the highest ranks can only be held by half-dragons or the dragon-blooded.

Being there more than one "Dragony" [better term is welcome] (who's rulers are called Drakes), all the open, wide-known Dragonies are tyranies.

The vast majority of original texts and sources for Arcane magic are written in draconic; non-draconic arcane texts (and instruction of arcane magic in languages other than draconic) is prohibited*. This serves to limit access to arcane magic to the ruling caste: dragons and their decendants. The overwhelming majority of arcanists in the setting are sorcerors. The few wizards who exist keep their identities secret.

*= the degree of prohibition and tolerance could vary by Dragony.

The "power behind the throne" is a group of 5 intelligent magic items. Most folks, including most dragons, are unaware of the level of control these items have.

This contradicts the earlier posts, as well as the spirit of the thread.
Maybe an “age of Magic Items” perhaps a separate thread would be in order?

Kobolds serve as emissaries for the dragon empire and have an innate talent for the Draconic arts. They gain +2 racial bonus on Knowledge (Arcana) & Diplomacy checks instead of Craft (trapmaking) and Profession (miner). They are capable of casting a number of cantrips per day equal to 3 + their Charisma modifier.

EDIT: Kobolds receive a +2 to their Cha score instead of their Dex score.
