D&D 3E/3.5 new Tempest for 3.5. What do you think?

TEMPEST (or DUAL-WEILDER)

Requirements => Base Attack +6
Skills: Tumble (3 ranks), Balance (3 ranks)
Feats: Combat Reflexes, Dodge, Mobility,
Two-Weapon Defense, Two-Weapon Fighting
Ability: Dexterity 17+

Hit Die: d10
Skills: 2 + int modifier/level (Same class skills as Tempest from 'Mstrs of Wild')
Saves: Reflex high, Fort and Will low
Proficient in all martial weapons and light armor.

1 +1 Improved Two-Weapon Fighting
2 +2 Two-Weapon Focus
3 +3 Improved Two-Weapon Defense
4 +4 Two-Weapon Specialization
5 +5 Greater Two-Weapon Fighting
6 +6 Sharpened Combat Reflexes (+1)
7 +7 Greater Two-Weapon Defense
8 +8 Two-Weapon Ambidexterity

Improved and Grtr TW Fighting, Impr. and Grtr TW Defense are all the same as in Player's Handbook and Complete Warrior.

Two-Weapon Focus: Choose 2 weapons that you are proficient with. Decide which is held in your primary hand and which is held in your off hand. When weilding these two weapons in this fashion, you are treated as having Weapon Focus with each (+1 on attack rolls). If you fight with just one of these weapons, or switch the weapons to the wrong hands, you lose this ability. If the 2 weapons you chose for this ability are the same (such as 2 scimitars), it does not matter which hand you hold either of them in. This ability does not stack with Weapon Focus.

Two-Weapon Specialization: +2 damage when fighting with the two weapons you chose for Two-Weapon Focus. Does not stack with Weapon Specialization.

Sharpened Combat Reflexes: When fighting with the 2 weapons you chose for TW Focus, you may make an additional attack of opportunity at level 6, and a second additonal attack of opportunity at level 9.

Two-Weapon Ambidexterity: Your penalty on attack rolls when fighting with 2 weapons is reduced by 1.

Supreme Two-Weapon Fighting: as Greater TW Fighting, except you now get a 4th attack with your off hand weapon at a -15 penalty.

*When wearing medium or heavy armor, you cannot use any of the special abilities of this class.
*This class is not meant for shield bashers or doubleweapon users, so you may not choose a shield or double weapon for Two-Weapon Focus or Specialization.

So what do you guys think?
It is so difficult to make a good two-weapon fighter in D@D, especially one who uses different weapons in each hand, so I thought a class like this would be ideal for a character wishing to specialize in a certain two weapon style such as sword/axe or flail/dagger or whatever.
