Heal skill & Second Wind

Does a character have to be conscious for another character to trigger the Second Wind via a Heal check?

If not, it would seem that the best tactic if Second Wind hasn't been used would be to use a Heal check to trigger Second Wind (DC10, plus you regain hit points) rather than stabilize (DC 15, no hit points regained). Not sure why it's easier to trigger a second wind rather than stabilize someone and have them remain unconscious.

Using Second Wind by someone's Heal check takes no action (they've spent the action on your behalf), so it can be done while unconscious. The stabilize effect is for people who don't have a Second Wind available but who you want to keep from dying even though they're effectively out of the fight if they don't get a healing power used on them (a limited resource, like Second Wind). That's my understanding of things.

Healing surge is once per encounter. Yes, healing skill is great if the character has not spent their healing surge. It will on stabilize if they have not.

Nope. You can activate your own healing surge once per encounter - this is the Second Wind ability. Your allies can activate as many of your healing surges per encounter as they want to, provided they have the means.
