This is an old conversion, so I can't swear to the quality of it. But here goes. Open question to BOZ or somebody on the CC crew, or even anybody in the know: what was the first appearance of this guy? I have his stats from the Planescape MC.

T’uen-rin are the planar equivalents of the Prime Material’s ki-rin. They epitomize everything the ki-rins stand for. They ceaselessly fight against evil wherever they find it.
A t’uen-rin resembles its lesser kin: horselike, covered with golden scales, with golden manes and tails and pink hooves and horn. Their eyes are deep purple in color. Flowers also spring up wherever a t’uen-rin’s hooves strike earth.
All t’uen-rin function as 20th-level wizards. They speak all human languages.
Skills: T’uen-rin receive a +6 bonus to Jump checks. Their Animal Empathy skill is also increased by +6 for the purposes of dealing with ki-rin.
Awe (Sp): Usable once per day. Any creature within visual range must make a Will save (DC 30, -6) or stand motionless for a number of rounds equal to 20 minus the Wisdom score (but always a minimum of 1 round). Celestial beings or half-celestials are immune to this effect.
Psionics (Sp): At will - astral projection, charm monster, detect thoughts, levitate, plane shift, and suggestion. These abilities are as the spells cast by an 10th-level sorcerer.
Telepathy (Su): T’uen-rin are able to communicate telepathically with any creature within 160 feet that has a language.
