New PrC: Master Thief

Cool. Like the guy who posted on the other board, I'm a little confused about how many times you can do the Mug attack. Is it:
1) Figure out your "BAB" as Sleight of Hand ranks - 3 (basically giving you fighter progression if you have maxed out the skill) and then figure out how many attempts you get. This number cannot exceed the number in the class table.
OR
2) At least the number of times in the class table. If the calculation above gives a higher number use that.
The other poster (sonofapreacherman) is right. It would be a lot simpler if you just let them substitute the skill for their BAB and do all the other calculations normally.
What is the concept behind this class? Are you looking for a sneaky, acrobatic guy who's not necessarily all that deadly (no Sneak Attack progression)? Does it really need to be a Prestige Class or could you build the character you're after by just creating a couple of feats (Mug, Improved Mug and Plausible Deniability).

Can't really see the point of it being a PrC.
I'd have thought it would be better to have it as an alternative Rogue.
