If your world only has a few million people (or less) then the most powerful heroes might only be Level 20 or less.</p><p></p><p>'EPIC' isn't simply a number, its a position in the world. </p><p></p><p>I remember in 1st Edition they noted that the Hero (deities) of one world might be 10th-level or 15th-level or whatever.</p><p></p><p>So the EPIC characters are the ones who are shaping the world around them.
