I figured the status quo is that the 'living' nonarch reigns but is expected to seek council from the previous rulers. They do die eventually and lose their mental faculties over time, so the oldest surviving may not speak and be very disconnected. Some of them were also destroyed in the beforementioned war, and in defending their lands from those who would seek the 'immortality' for themselves.
