When translating level-based spells from other d20 games, 0-level and 1st-level spells sit at this tier. Typically, 0-level spells translate into abilities like Light that cost no vitality to use. Otherwise, they cost 1 vitality to activate.</p><p> <em><strong>Skills</strong></em>: Grant +5 bonus to 2 skills, or a +5 bonus with a +10 bonus in a very specific subset of that.
