The summary is at the caster level of the person who wrote the summary, and is not at your own caster level. It's effects, if they scale based on level, will likely not scale. It's also easier to dispel or counter. And you can only cast it one time rather than many times. It makes sense to me that the thing that is limited is also substantially shorter than the full-power thing.</p></blockquote><p></p>
