BESMd20 - What needs fixed?

So I made a new chart (this was just last night, so I would love comments or suggestions)</p><p></p><p>Rank 1 - Fly speed at base speed (poor)</p><p>Rank 2 - +20 ft. (poor)</p><p>Rank 3 - +10 ft.
