Since Astres proclaimed the Sanction, demons and devils have unsurprisingly made it their business to tempt mortals into breaking it. If the offspring of such a moral failure should make themselves known around Darjhas Province or any of the other more strongly imperial areas, the Inquisition would likely make short work of them. But in the outlying Provinces it's possible for a Tiefling to get by so long as they keep their head down, and especially if they could pass on a casual glance for human or genasi. Certain cults and sects across the Empire have a significant minority of Tieflings among their numbers - including, surprisingly, the pagans. If so then I think you can feel free to use them, I doubt they're too wildly different from my versions.
