Scholarly heretics, gathered in some large city, hold gatherings where heretical ideas are discussed, and prosper, growing against some ruling religion….while in the warehouses near the River District, cultists actively plot the overthrow of society, and bringing in a whole new religion to dominate the region…Screaming fanatics wander the clogged, muddy streets of cities everywhere, preaching damnation and salvation, while religious rebels gain influence and power through other means…Always watchful, the witch hunters ride out in the night, on the trail to bring judgement to an unsuspecting heretic…</p><p></p><p>How do you develop witches and heretics and rebels in your campaign? I’m thinking of developing a new group of witches for a local area in my campaign world. Perhaps some of my friends could help me with ideas in this? I’m also thinking of developing a sophisticated group of heretics at a major city, drawn from the ranks of the local church, wandering philosophers, and members of the university faculty….any ideas or suggestions on characters and organization with this?
