This is the case in my game as well. This ties a bit into SHARK's thread about religion & politics, as well. The main religion in the dominant Empire in my campaign is closely tied to the main monotheistic religion of my world, the worship of Alioth, and stands in competition with the older, polytheistic religion, referred to as The Twelve (after the number of gods, 'natch). Anyway, Alioth is opposed to arcane magic of all stripes, but 500 years ago, a mutually expedient agreement between the wizards and the church created a truce - wizards are now trained in specific universities, which license them, and the church does not openly persecute them. Sorcerors are not included in this, and so are considered witches by the church. If a wizard goes about without the proper identification, he/she could also be classified as a witch by the witch hunters, as well. This also serves the purpose in my world of divorcing wizards from temporal power, and removing them (mostly) from organized warfare - the church got the wizards to agree to this stipulation in return for safety from persecution. This idea was adapted somewhat from Sepulchrave's story hour, where wizards are very much removed from political operations.
