I think the circumstances matter. Would you refuse to sell a PC a double thickness rope if the player wanted to buy one or have one made? I wouldn't. Would you refuse a half thickness rope if the PC wanted a lighter weight rope that took up less space? I wouldn't. You can't assume that every rope will be the PHB rope thickness. Nor can you assume that every rope found or used by an NPC will be in tip top shape. No it doesn't. Workers are made proficient in several different skills related to employment in under 30 days of job training. For most things it takes about 100 hours to become proficient and better than a beginner. Why would you think that someone who is barely proficient should succeed 60% of the time at something that is of moderate difficulty? Your 16 stat and proficient PC will hit that 60% by 5th level, and the first 2 level ups are practically gimmes(if you even play them) and you generally reach 3rd level in just a few sessions. That gives you your 60% if you really need it while you are still in the 1st tier. You still won't be able to notice the difference between you and the proficient guy with the 10 strength, though. That extra 1 success every 7 attempts on average won't be noticeable, but if it makes you happy. 🤷♂️ You get 4 skills(at least) at 1st level. So yes, there's a lot of room. Wait! So now intelligence and wisdom skills matter?! A few posts ago you were saying how crappy the skills those stats get were. I was the one arguing that they were good. It also doesn't matter if the stat is prime or not. As I've shown, you can't even notice a +3 variance. It really is.
