We have a 6 mo. rule on LEB to give folks a chance to get access to everything before it can be proposed; you folks may/may not wish to alter this.</p><p>- # of judges and such: Odd numbers good, but you should have some mechanism for making sure a lone voice doesn't get drowned out.
