Probably flaws should be paired with feat equivalent benefits, so the net value of the whole package is zero (or less than zero). The flaw should be the same general type as the benefit- combat with combat, social skill with social skill, etc.. You could have a "choose 1 item from list A and 1 from list B" kind of deal. Or require pre-requisites, such as the "Fool" flaw mentioned earlier, that ensures that someone is not penalizing an ability they will never use.

I gave it away and I don't remember it well, but were these "neutral pairs" what UA called "traits"?
