Background and backstory absolutely can give people benefits. An agrarian commoner will know more about crops, livestock, perhaps markets. They may get advantage on some checks or automatic proficiency in some area. A noble will know things about court, etc..</p><p></p><p>What won't happen is they can't walk up to a complete stranger and automatically get shelter or an audience with the king.
