Does Mind Blank Apply to Every Bluff Check?

I don't have my PsiHB in front of me, so this is going to be from memory. The power Mind Blank in the psionics handbook is a 1st level power that lasts hours/level. It gives a +20 to Bluff checks, and the text reads that it applies 'when someone attempts to use Sense Motive to discern your true intentions' (or something like that).

Since Sense Motive is always the skill used to oppose Bluff, does that effectively give you a +20 to all Bluff checks? If not, then to what checks does it apply?

The power you are referring to is called Conceal Thoughts. When you use it, your victim can't tell that you are lying due to your facial expression, etc. However, if you tell an obvious untruth, they'll know.
