Gate and godly realms

The spell Gate says "Deities and other beings who rule a planar realm can prevent a gate from opening in their presence or personal demesnes if they so desire." Does this mean a god can make gates not open into their entire godly realm?

I would say so

Your options would be to gate to just outside the border of the God's realm.

Or use one of the permanent gates the God has created (if any) and somehow gain the 'key'. Chances are the God will have servants and defenses in place to deal with that situation though.
