Clerics are not behind in power. But now fighters and rogues are deadly high ups too, but I don't feel they can dominate a whole nation as easily (Leadership Feat helps a bit here.)</p><p></p><p>As for shop keepers preventing magic theft, that always existed, no? And magic shops? well I like them, and have always had them.
