You need the fortifications as such, gates, lookout towers or something, battlements to shoot at the enemies.
Some source of food (at least some nearby farms) and stockpiles, source and cisterns for water. Kitchen, dining hall.
Small workshops to make from local resources whatever you don't want to haul there. Like ammunition, clothes, barrels for water and food.
Living rooms, or at least barracks. Some sort of a hospital.
You know, just play Dwarf Fortress a little.
