When I played the adventure my group didn't have to think too long before siding with Team Liberty against Team Angel. But in this case it's an advantage. The villain can start out as an ally or patron, helping the PCs fight for freedom against an oppressively nice regime. Only gradually would they become aware that his plans reach far beyond what they are comfortable with.most DnD players I know would side with that type of NPC
It's all very Phillip Pullman. Lord Azrael isn't above child-murder in his war against Heaven.
