Breaking the seal and opening the case.</p><p></p><p><em><span style="color: Yellow"><span style="color: Gray">*clank*</span> *clink* *clink*</span></em></p><p></p><p>A small iron key falls from the scroll case, but the councilman seems undaunted by it.
