Many do so just as part of their wargames.</p><p>Pirates are nearly eliminated against flagged vessels. (He pays them off with safe harbor on another isle and encourages the black market there.)</p><p>Magical aptitude is highly encouraged and potential students are given apprenticeships.</p></blockquote><p></p>
