So on the sheer weight of games I have played and seen this norm appear in, I can categorically say you are wrong. If there was ever was a group without the ability to fly at high level I never encountered it, even in games I wasn't in but talked about with others. The spell is far from the only way a group can fly, and flying is almost ubiquitous at the usual level range and beyond.</p></blockquote><p></p>
