Perhaps on a roll of 1 you always pay the surge cost. </p><p></p><p>Additionally lets increase that based on the level of the practice. (if I increase it 1/2 per level of the practice this offsets skill gain for higher level practices)</p><p></p><p>There is a lot of assumptions in the above but it has a positive gut feel to me.</p></blockquote><p></p>
