As long as you have a feeling of continuity, you have some characters carrying on from one group to the next, or even some NPCs, and the DM keeps his/her inspiration, events can keep unfolding within the same frame, i.e. campaign. </p><p></p><p>Also, I consider all of my campaigns, from all games and systems I played, occured in the same Meta-universe. From this point of view, cross-overs are rare but may happen.
