Now, outside of combat, if there isn't any set mishap or the like for failing the check, it's harder to discern the meaningful consequence of failure there and thus perhaps a check is not warranted. </p><p></p><p>All that to say, it really depends not just on the action, but on the situation in which the action takes place.
