It technically meets the requirements.</p><p></p><p>To me, it comes across as a company more concerned with being seen doing <em>something </em>than doing something that<em> works. </em>Much like YouTube's latest partner changes which will do nothing to stop the abuse of the system it's purported to fix but will, in fact, directly harm smaller and more niche creators (especially those in tabletop gaming and RPGs which have a limited audience already).
