For pretty much the same reason I supported combining all D&D forums together.
Why split off a house rules forum?
I see a distinction between sharing some house rules/game aids, where you just want the most eyes possible, and starting a big project you want help with (e.g. Daztur's hexcrawl project, Quickleaf's Dragon Mountain conversion thread) where a separate forum might be useful because you only want people focused on helping with the project to post.
Maybe call it the Homebrew and Conversion Library and allow people to post house rules/game aids in the main forums? I like seeing those in there sometimes, it gives the place a "yes, we actually play these games sometimes instead of just talking about them" feel.
