Yeah honestly the more I look at it, the more Old Gods definitely wants a game that uses archetypal and descriptive chargen, where your features are heavily steeped in story and help describe who you are rather than just what you can do. So if not Cypher, i think that Monster Of The Week would be an excellent fit, as it assumes that most monsters can’t be beaten with simple violence and require some investigation and preparation and has playbooks like the Mundane and a couple magic using ones, and just don’t allow the Chosen to be played straight, but instead be used to represent characters that have weird supernatural strength and defenses or whatever. There are probably other pbta and fitd games that fit just as well, and of course hacking one or more into an old gods game shouldn’t be especially arduous. Another good option might be Savage Worlds. I don’t really like the system that much, because IME it interjects the system into basically every moment of play in a way I dislike. But, if one enjoys that system, it’s great for a property like old gods. Another option incoming might be c7d20, which is going to have all of cubicle7’s innovations on 5e D&D; like encounter HP in place of enemy HP, and ways other than violence to reduce that group HP and bring the encounter closer to victory. We’ll see what sort of support they build for ritual magic, crafting magic, social and exploration mechanics, and supernatural gifts that can be taken by otherwise mundane characters.
