All you would need is infinite speed. It is also known that those who try and climb the spire usually end up dead. It is for this reason that I believe there are answers to be found just outside of Sigil, because someone is protecting it.</p><p></p><p>The Lady of Pain is not unkillable by Planescape canon, to my understanding. They leave her an enigma never defining her. Her motives are completely unknown, just like her nature.
