There is no one looking over the writer's shoulder with a big stick to whack him upside the head when he tries something that he really shouldn't. So, in effect, there is absolutely no quality control on homebrews before it comes into play.</p><p></p><p>That can cause all sorts of issues. Sometimes homebrews are fantastic.
